After children’s deaths, fire officials to install free smoke alarms in Tamina

While firefighters have yet to determine the cause of a fatal house fire last month that claimed the lives of three children in Tamina, they have a plan to help save lives in the community in the future.

Montgomery County Fire Marshal Jimmy Williams said Thursday that foul play is not suspected in the May 12 blaze that killed 5-year-old Kyle Mitchell, sister Kaila, 6, and their older brother, Terrance, 13. However, there were no working smoke detectors in the two-story home, which could have made the difference in alerting the family of the fire. The children were trapped on the second floor of the home in the 19000 block of Johnson Road. Funeral services were held Saturday.

In response, fire officials and community leaders are collaborating to install fire alarms in every bedroom and hallway in more than 200 homes in the primarily black community settled in the 1860s after emancipation of slaves.

"We are going to remember those children," Williams said. "That is the reason behind this effort. Then, we are going to go door to door throughout the Tamina community."

Williams and Needham Fire Department Chief Kevin Hosler - whose crews responded in less than six minutes to the fatal fire - announced a new fire safety initiative for those who many not be able to afford or maintain smoke alarms.

The children's recovering family members, who were injured in the fire while rescuing their surviving 10-year-old brother Adrian, have been released from the hospital and are in good condition, according to Williams. Among them include the children's grandfather Bobby Johnson, who is a prominent pastor at Thergood Memorial Church of God in Christ in Willis. Three Shenandoah and Oak Ridge police officers also were injured while attempting to rescue the children.

The installation of the detectors will begin soon, but no specific date has been set, officials said.

Williams emphasized the purpose is not to place blame but to prevent the "worst nightmare" from happening again in Montgomery County.

"We want to take this tragedy and have something positive come out of it," Williams said. "We just can't stand by … We have to do something. Enough is enough."

About 750 smoke alarms were donated by Smoke Alarm manufacturers Kidde Inc. and First Alert as part of the collaborative effort. All are equipped with lithium batteries designed to last up to 10 years. Williams said part of the goal is to establish a permanent donation fund to continue to provide the smoke detectors.

"We can increase the level of fire safety in each home for the next decade, making a real difference in the community," Williams said.

Books on Wheels Executive Director Rita Wiltz saw the Mitchell children every day through the YMCA after-school program. She called the initiative a "great idea" and plans to work with officials to also offer fire safety education at the Sleepy Hollow Multipurpose Center.

She emphasized the need to ensure all generations, especially seniors, have access to information. She also noted a need for fire hydrants in the rural community.

As the community steps forward, Wiltz said, it is difficult to see the pain on children's faces in the youth programs.

"It will be forever before we will get over this," Wiltz said. "It literally broke my heart. … I wonder what life would have been like if we would have access to all the things we need."

Precinct 2 Commissioner Charlie Riley attended the announcement at the Needham Fire Station.

"When you see the look on these guys' faces, when you hear what's happened, you can't do anything but try to support these guys," Riley said. "Whatever they need, whatever they want to try to do, we've got to be behind them. We have to support them, and Montgomery County will do that. We will support the folks in Tamina, but we've all got to get together. Tamina has to come to us, we have to go to them to make sure it is working."

Riley also noted a need for hydrants in subdivisions throughout the county.

"I've got 900-something miles of roads and I can't tell you how many fire plugs we've got, but we've got more roads without them than with them. That's something we need to start looking at."

While Hosler said hydrants are beneficial, he confirmed fire crews never ran out of water while responding to the blaze. However, he said, the early notification from smoke alarms may have been able to alert the family to smolders before the flames erupted.

"The structure had already partially collapsed (upon arrival)," he said. "Even on tankers, we never ran out of water. There was no difference that could have been made (by fire hydrants in this case)."

Fire officials will be able to educate everybody in the home on installation, battery replacement and Smart 911, which can provide emergency responders with information to better serve the community. Factory representatives also will be available, Hosler said.

Nearly all fatal house fires in Montgomery County (five to 10 each year) involved homes without smoke alarms or nonworking detectors due to dead or missing batteries, according to Williams.

Books on Wheels Executive Director Rita Wiltz saw the Mitchell children every day through the YMCA after-school program. She called the initiative a "great idea" and plans to work with officials to also offer fire safety education at the Sleepy Hollow Multipurpose Center.

She emphasized the need to ensure all generations, especially seniors, have access to information. She also noted a need for fire hydrants in the rural community.

As the community steps forward, Wiltz said, it is difficult to see the pain on children's faces in the youth programs.

"It will be forever before we will get over this," Wiltz said. "It literally broke my heart. … I wonder what life would have been like if we would have access to all the things we need."

Precinct 2 Commissioner Charlie Riley attended the announcement at the Needham Fire Station.

"When you see the look on these guys' faces, when you hear what's happened, you can't do anything but try to support these guys," Riley said. "Whatever they need, whatever they want to try to do, we've got to be behind them. We have to support them, and Montgomery County will do that. We will support the folks in Tamina, but we've all got to get together. Tamina has to come to us, we have to go to them to make sure it is working."

Riley also noted a need for hydrants in subdivisions throughout the county.

"I've got 900-something miles of roads and I can't tell you how many fire plugs we've got, but we've got more roads without them than with them. That's something we need to start looking at."

While Hosler said hydrants are beneficial, he confirmed fire crews never ran out of water while responding to the blaze. However, he said, the early notification from smoke alarms may have been able to alert the family to smolders before the flames erupted.

"The structure had already partially collapsed (upon arrival)," he said. "Even on tankers, we never ran out of water. There was no difference that could have been made (by fire hydrants in this case)."

Fire officials will be able to educate everybody in the home on installation, battery replacement and Smart 911, which can provide emergency responders with information to better serve the community. Factory representatives also will be available, Hosler said.

Nearly all fatal house fires in Montgomery County (five to 10 each year) involved homes without smoke alarms or nonworking detectors due to dead or missing batteries, according to Williams.

While firefighters have yet to determine the cause of a fatal house fire last month that claimed the lives of three children in Tamina, they have a plan to help save lives in the community in the future.

Montgomery County Fire Marshal Jimmy Williams said Thursday that foul play is not suspected in the May 12 blaze that killed 5-year-old Kyle Mitchell, sister Kaila, 6, and their older brother, Terrance, 13. However, there were no working smoke detectors in the two-story home, which could have made the difference in alerting the family of the fire. The children were trapped on the second floor of the home in the 19000 block of Johnson Road. Funeral services were held Saturday.

In response, fire officials and community leaders are collaborating to install fire alarms in every bedroom and hallway in more than 200 homes in the primarily black community settled in the 1860s after emancipation of slaves.

"We are going to remember those children," Williams said. "That is the reason behind this effort. Then, we are going to go door to door throughout the Tamina community."

Williams and Needham Fire Department Chief Kevin Hosler - whose crews responded in less than six minutes to the fatal fire - announced a new fire safety initiative for those who many not be able to afford or maintain smoke alarms.

The children's recovering family members, who were injured in the fire while rescuing their surviving 10-year-old brother Adrian, have been released from the hospital and are in good condition, according to Williams. Among them include the children's grandfather Bobby Johnson, who is a prominent pastor at Thergood Memorial Church of God in Christ in Willis. Three Shenandoah and Oak Ridge police officers also were injured while attempting to rescue the children.

The installation of the detectors will begin soon, but no specific date has been set, officials said.

Williams emphasized the purpose is not to place blame but to prevent the "worst nightmare" from happening again in Montgomery County.

"We want to take this tragedy and have something positive come out of it," Williams said. "We just can't stand by … We have to do something. Enough is enough."

About 750 smoke alarms were donated by Smoke Alarm manufacturers Kidde Inc. and First Alert as part of the collaborative effort.
